Au cours des années, les conflits armés ont de plus en plus visé des civils, les exposant à desbrutalitésextrêmesen première ligne de conflits prolongés.Des milliers de personnes ont été victimes de violences et d'hostilités. Comprendre les causes profondes, les structures sociales et l'attitude à l'égard des violences sexuelles et sexiste afin de développer et de mettre en œuvre un mécanisme de prévention efficace ainsi que des stratégies de réponse y afférentes revêt d’une grande nécessité. Quand les violences sexuelles remettent en question le droit de tout un chacun à mener sa vie dans la dignité Les violences sexuelles liées aux conflits sont surtout motivées par des objectifs politiques, militaires ou psychologiques pour contrôler un territoire, une population ou des ressources. Ces violences sexuelles liées aux conflits sont fréquemment et délibérément utilisées pour cibler les populations vulnérables, infligeant des traumatismes psychologiques, des humiliations, des déplacements, etc. N’étant plus considérées comme des ‘’simples’’ retombées inévitables de la guerre, elles constituent un crime qui est évitable et punissable en vertu du droit international des droits de l’homme, du droit international humanitaire et du droit pénal international. Comprendre les violences sexuelles liées aux conflits (CRSV) afin de les prévenir dans les opérations de soutien à la paix. Deux semaines durant, l’Action des Volontaire et la Solidarité pour le Développement a pu prendre part dans un atelier de capacitation à Nairobi au Kenya du 02 Décembre au 13 Décembre 2019 à HPSS (Humanitarian Peace support school) une sous branche de IPSTC. L’atelier s’adressait au personnel militaire, de police et civil affecté au déploiement, ceux ayant une expérience de mission antérieure ou à ceux actuellement déployés dans des opérations de soutien de la paix travaillant aux niveaux opérationnel et tactique. Cet atelier a fourni aux participants des informations, des connaissances et des compétences importantes dans trois domaines importants à savoir : La position et la place de l'ONU sur les questions affectant la dynamique de genre dans les sociétés en conflitLe rôle du gouvernement national dans la gestion des situations de conflit et de post-conflit, en particulier dans la manière dont il n'est pas abordé l'intégration de la dimension genre et l'intégration des femmes dans la paix et les situations de conflit. Cela impliquant la nécessité de s'associer avec des organisations d'autres pays comme c'était le cas pour cet atelier. L’'importance de négocier les cultures dans la lutte contre les violences sexuelles liées aux conflits en désapprenant certaines des pratiques culturales normalisées qui ont empêché les femmes d'exprimer toutes leurs forces et leurs potentiels de développement. L’évidence a été également mise sur la nécessité de comprendre les espaces occupés par les femmes et les enfants et dans lesquels les violences sexuelles liées aux conflits interviennent dans la plupart des cas, notant qu’il est important de réaliser que les communautés ne peuvent pas comprendre et traiter ces genres de violence sans comprendre les dynamiques de la société telles que les structures sociales / économiques / culturelles / politiques qui peuvent par conséquent promouvoir ces violences La finalité était de fournir aux leaders dans la matière venant des différentes régions d’Afrique avec des compétences et des outils nécessaires pour leur permettre de prévenir et de répondre aux problèmes des Violences Sexuelles liées aux conflits dans les opérations de soutien de la paix et dans la promotion des dispositions des cadres juridiques internationaux en la matière. Et pour y arriver, cela nécessite impérativement une combinaison des formations, des recherches, de formulation et de mise en œuvre des politiques efficaces qui répondent aux Violences sexuellesliées aux conflits de manière à empêcher leur escalade, envisager des réponses appropriées, trouver des idées innovantes et créatives pour les résoudre afin de permettre à tout un chacun à mener sa vie dans la dignité.
